Finishing a flat from developer standard (stan deweloperski) costs in 2026, roughly, from about 1 200–1 400 zł/m² in an economy standard up to 4 000–4 500 zł/m² and more in a high standard, including labour and materials. Rates in Warsaw are usually higher than in Wrocław. How much does finishing a flat cost per m² in 2026?

Finishing companies most often quote "turnkey" work in three standards. Economy means laminate panels, standard-format tiles, latex paints and simple doors. Medium means better vinyl panels or engineered wood, mid-range fittings and made-to-measure built-ins in a basic scope. A high standard usually includes an interior design project, large-format sintered stone or tiles, wood, joinery built-ins and extensive lighting.

The spread in price lists is large because companies define the "turnkey" scope differently. Some price only the building work, others include the kitchen, wardrobes and the design. So compare offers for the same scope, not just the rate per metre. In published price lists, labour usually makes up about 40–60% of the whole cost. Also remember that in smaller flats the rate per m² is higher — a bathroom and kitchen cost about the same regardless of whether the flat is 30 or 45 m².

How much do individual finishing jobs cost?

If you'd rather build the budget yourself, start with labour rates. The figures below are indicative ranges from price lists of companies in Warsaw and Wrocław — excluding materials, unless stated otherwise.

Finishing a 50 m² flat — a worked cost example

Let's take the mid-point of the ranges in the table above. For a flat with an area of 50 m², that gives:

  • Warsaw: economy about 85k zł (50 × 1 700 zł), medium about 125k zł (50 × 2 500 zł), high about 188k zł (50 × 3 750 zł).
  • Wrocław: economy about 75k zł (50 × 1 500 zł), medium about 110k zł (50 × 2 200 zł), high about 165k zł (50 × 3 300 zł).

On top of that you add a reserve. At the medium standard in Wrocław, a 12% reserve is about 13k zł, so it's worth planning a realistic budget of about 123k zł. The reserve comes in handy when the walls turn out to need extra skimming, a water point has to be moved, or the tiles you picked went up in price between the quote and the purchase.

The conclusion is simple: for a 2- or 3-room flat, a medium-standard finish is usually 13–16% of the purchase price, and at the high standard, even over 20%. For Warsaw studios the share is lower, because in our offer their median price is inflated by expensive units in the city centre. 8% or 23% VAT on finishing a flat?

Art. 41(12) of the VAT act provides a reduced rate (currently 8%) among other things for the construction, renovation and modernisation of objects classed as construction covered by the social housing programme. This includes residential units with usable area up to 150 m² (art. 41(12a)–(12b)). For a larger unit, 8% applies only to the part of the base corresponding to the limit (paragraph 12c). A finishing company that carries out the work together with materials can, as a rule, issue an invoice with 8% VAT for the whole service. If, on the other hand, you buy tiles, panels or paint yourself at a shop, you'll pay the standard 23% rate on them.

Example: bathroom materials worth 20 000 zł net. Bought by the contractor as part of the service — 21 600 zł gross (8%). Bought yourself — 24 600 zł gross (23%). The difference is 3 000 zł. For materials for the whole flat, this can be tens of thousands of złoty, though the contractor may add their own markup on materials — compare both options.

Watch out with furniture. Under the Minister of Finance's general ruling, 8% applies to built-in furniture only when it's permanently connected to the structural elements of the unit and can't be moved elsewhere while keeping its function. Furniture that can be dismantled and reassembled elsewhere, and free-standing appliances, are taxed at the standard rate. Finishing costs in Warsaw and Wrocław — where does the difference come from?

In the price lists we reviewed, rates in Warsaw are usually a few hundred złoty per metre higher than in Wrocław — for the same scope and similar materials, the difference is mainly labour. Some companies also vary prices depending on location and working conditions in the building (parking, lift, working hours set by the owners' association). The cost in both cities is also affected by the building itself: if the developer handed the unit over with a skim coat and painted walls, you save on preparatory work.

Prices are rising. According to GUS, construction and assembly production prices in August 2026 were 6,2% higher than a year earlier, and specialist building works — which include finishing work — 7,0% higher. A quote from a few months ago may therefore no longer be up to date. If you're buying a flat under construction with a handover in a year or two, budget for more than today's price lists show.

How to save on finishing a flat?

  • Get 2–3 quotes for the same scope. Prepare a list of jobs and materials so offers can be compared line by line.
  • Don't move the water and drainage points. A bathroom and kitchen layout matching the developer's design saves on plumbing. Some developers accept tenant fit-out changes before construction is finished — ask about the rules and the cost.
  • Choose a standard tile format. Large-format tiles and sintered stone can raise labour costs by up to twice as much.
  • Consider materials within the contractor's service. For a unit up to 150 m², the reduced VAT can give a real saving.
  • Spread the work out over time. Bathroom, kitchen, floors and painting — straight away; made-to-measure wardrobes, decorations and some of the lighting — later.
  • Leave a 10–15% reserve. Better not to spend it than to stop the work halfway through.

Can finishing be financed with a mortgage?

Some banks allow financing the finish together with the purchase of the flat — as part of a mortgage or a construction-and-mortgage loan. Each bank sets its own terms: a cost estimate for the work is often needed, and the money for the finish is paid out in a separate tranche, e.g. after the handover inspection. A higher loan amount also means a higher instalment and requires appropriate borrowing capacity, and the bank may settle expenses based on invoices.
