Housing programmes in Poland 2026 – what applies: 2% loan, Pierwsze klucze, family mortgage

There is a lot of confusion around government housing programmes: the 0% loan and "First Keys" (Pierwsze klucze) were talked about for months, and the 2% Safe Loan still appears in search engines. We checked official sources – government websites, BGK (the state development bank) and the Journal of Laws (Dziennik Ustaw) – to see what really applies in September 2026 to people buying a flat.

2% Safe Loan – does it still work?

Not for new borrowers. Because the statutory subsidy limits were reached, BGK announced that from 2 January 2024 banks do not accept applications. The right to subsidies was kept by applications submitted by 31 December 2023 and registered by banks by 7 January 2024. The Act of 25 July 2025 (Dz.U. 2025 item 1077) also closed the programme formally: a safe loan can be granted only on the basis of an application submitted before that Act came into force.

People who have the 2% Safe Loan still receive subsidies – for the first 120 instalments, i.e. 10 years (art. 9b of the Act on the family housing loan and the 2% safe loan).

The 0% loan and "#naStart" – what happened?

In April 2024 the Ministry of Development and Technology announced the #naStart housing loan with an interest rate of 0 to 1.5%. The draft act was not adopted, however. In the Council of Ministers' list of legislative work it has the status "withdrawn". So in 2026 there is no "0% loan" at all.

"First Keys" – did the programme come into force?

No. "First Keys" is a draft act on investments and housing credit prepared by the Ministry of Development and Technology (item UA11 in the list). It was to combine instalment subsidies, a loan for participation in an SIM or TBS and a down payment guarantee. The draft did not reach the Sejm, and in the government's list of legislative work on 2 February 2026 its status was changed to "withdrawn". The government housing strategy adopted in March 2026 does not provide for a new loan-subsidy programme for buyers.

If you come across an offer of a "loan under the First Keys programme" – that information is out of date.

Family housing loan – a loan without a down payment

This is the only programme currently operating that really helps buyers who take a loan. The conditions under the Act on the family housing loan and the 2% safe loan (consolidated text Dz.U. 2024 item 1724) and the BGK website:

  • BGK guarantees repayment of the part of the loan corresponding to the missing down payment – up to 20% of the purchase costs, a maximum of PLN 100 thousand,
  • the one-off fee for the guarantee is 1% of the guaranteed amount,
  • the loan must be granted for at least 15 years,
  • price-per-metre limits apply – BGK publishes them every quarter,
  • family repayment: after the birth of a second child BGK repays PLN 20 thousand of the loan, and after a third and subsequent one – PLN 60 thousand,
  • banks may grant loans with the guarantee until 31 December 2030.

Housing account

A housing account is a savings account on which the state adds a housing bonus to the funds accumulated if you use them to buy a flat. From 1 January 2026 the age limit of 45 for opening an account was abolished, the minimum payment was lowered to PLN 300 a month and a minimum bonus of 4% was introduced (changes from the act Dz.U. 2025 item 1077). It is a solution for people planning to buy in a few years.

Support for renting and social housing

In 2026 the government directs most funds to flats to let. According to the Ministry of Development and Technology, the housing budget in 2026 is a record PLN 6.7 billion, of which about PLN 4 billion goes through the Subsidy Fund at BGK to municipal and social housing (SIM, TBS, cooperatives). In May 2026 a draft of changes to the rules of operation of SIMs, TBSs and housing cooperatives entered the government's work list. For a person who wants to buy a flat to own, however, these programmes are of limited importance.

What does it mean for a buyer in 2026?

  • Do not postpone your purchase waiting for a new subsidy programme – as at September 2026 no such programme is being processed.
  • If you have no down payment, check the family housing loan with a BGK guarantee.
  • Compare standard bank offers – after the NBP rate cuts (reference rate 3.75% since March 2026) instalments are lower than in 2024.
  • Follow official sources: the gov.pl and bgk.pl websites. Information about "new programmes" on social media often concerns drafts that never came into force.
