Dubai neighbourhoods for buyers: Downtown, Dubai Marina, Business Bay, Dubai Hills, JVC, Dubai Creek Harbour

In short: the six neighbourhoods buyers from Poland ask about most often – Downtown Dubai, Dubai Marina, Business Bay, Dubai Hills, Jumeirah Village Circle (JVC) and Dubai Creek Harbour – differ in character, type of housing, transport links and the share of units under construction. There is no single answer to the question of the best areas to buy property in Dubai: one neighbourhood suits living with a family, another works for renting out, and another for an off-plan purchase. Below we compare them neutrally, based on official Dubai Land Department (DLD) data and transport plans, without price forecasts and without promoting developers. We deliberately do not give prices “per square metre in the neighbourhood” – you can check current transactions for a specific building in DLD data.
Updated: November 2026

Downtown Dubai
Downtown is the area around Burj Khalifa, Dubai Mall and the boulevards surrounding them – the most recognisable part of the city. Apartments in high-rise buildings predominate, and there is a Red Line metro station nearby. In DLD data the neighbourhood belongs to the Burj Khalifa area, which in 2025 was in the top ten both for transaction value and for the number of mortgage transactions. For a buyer: high recognition and tourist demand, but also crowds and car traffic; service charges in buildings with extensive facilities can be high – you can check them in the DLD service charge index.
Business Bay
Business Bay lies right next to Downtown, along the Dubai Water Canal. It is a mix of office towers, hotels and residential buildings, with its own Red Line metro station. According to the DLD, in 2025 it was the area with the highest transaction value and second by number of transactions. Many projects are still being built in the neighbourhood, so alongside completed buildings you will find construction sites – when buying off-plan, check the project status and the escrow account, as we describe in the article Off-plan in Dubai: escrow and Oqood.
Dubai Marina
Dubai Marina is one of the earlier high-rise neighbourhoods, built around an artificial marina near the beach. It is served by Red Line metro stations and the tram. In 2025, according to the DLD, it was second by transaction value, fifth by number of transactions and second by number of mortgage transactions. Its advantages are a wide choice of ready apartments and well-developed infrastructure; with older buildings, pay attention to their technical condition and the history of service charges.
Dubai Hills
Dubai Hills (Dubai Hills Estate) is a master-planned community with a large park, a golf course and a shopping centre, combining villas, townhouses and apartment buildings. There is no metro station nearby, so a car is needed for everyday life. It is a choice often made by families looking for more greenery and space. With houses and villas, remember that lending limits and costs depend on the property's value – see UAE mortgages for non-residents.
Jumeirah Village Circle (JVC)
JVC is a large residential community with many lower-rise buildings, as well as townhouses and villas. In DLD data it lies within the Al Barsha South Fourth area, which in 2025 ranked first in Dubai both by number of transactions and by number of mortgage transactions. There is no metro in JVC, and the neighbourhood is still being built up. The large number of similar units means strong competition on resale and in the rental market – which makes comparing transactions in the same building all the more important.
Dubai Creek Harbour
Dubai Creek Harbour is a new neighbourhood on Dubai Creek, next to the Ras Al Khor wildlife sanctuary. A large proportion of the buildings are still under construction, so it is mainly an off-plan market. According to the Government of Dubai Media Office announcement of December 2024 on the metro Blue Line, a station on this line is to be built in the neighbourhood, with the line scheduled to open in September 2029. This is a plan, not existing infrastructure – timelines for major projects can slip.
How to choose a neighbourhood
- Purpose of purchase: living there, long-term or short-term rental – each purpose favours different features (schools and greenery, commuting, proximity to attractions).
- Ready or off-plan: in neighbourhoods with a lot of construction, expect noise and a growing supply of similar units.
- Service charges: you can check the rates approved by RERA in the DLD service charge index – differences between buildings can be large.
- Rents: the DLD rental index shows rent levels for an area – it is a point of reference, not a promise of income.
- Transactions: you can check prices in a given building in the Real Estate Data search tool – we describe it in the article The Dubai property market according to DLD data.
- Visit in person: see the neighbourhood at different times of day and check the commute at rush hour.
Freehold: where a foreigner can buy
Foreigners can buy property outright (freehold) in areas designated by the Dubai authorities. The first list of such areas was contained in Regulation No. 3 of 2006; it has since been extended, and the official names of areas often differ from their marketing names. In the neighbourhoods described here foreigners buy homes on a freehold basis, but the law grants rights to specific plots – sometimes only usufruct or leasehold for up to 99 years – so the status of a specific unit should always be confirmed in the DLD register before signing the contract. How we help
We will help you narrow the choice down to two or three neighbourhoods that suit your purpose and budget, and for selected buildings we will prepare a summary of transactions from DLD data and of all the costs – described in the article on buying costs in Dubai. We do not recommend developers “from a catalogue” and we do not promise price growth. We hold consultations about Dubai in Polish, Russian, Ukrainian and English. We describe the whole process in the article How to buy property in Dubai from Poland. Ask for a neighbourhood comparison.
