Turnkey finishing – how much it costs in 2026 and what it includes

Turnkey finishing costs in 2026 indicatively from about PLN 1,200 to 2,000/m² net in basic packages, PLN 2,000–3,500/m² in the comprehensive variant and from about PLN 3,500/m² upwards in the premium standard. For that price one company takes on the design, materials, labour and coordination of the crews. Below we explain what a package usually includes and what you have to buy separately, compare turnkey with DIY finishing and a developer package, and calculate a budget for a studio and a 2-room flat from our offer.

What is turnkey finishing?
"Turnkey" means you take over the flat in stan deweloperski (the developer's standard, without interior finishing) and hand the keys to one company that prepares the unit for living. The most important difference from DIY finishing lies not in materials but in responsibility: one contractor is responsible for the design, purchases, order of works, deadlines and quality. You approve the design and choose variants from a catalogue, rather than looking for a tiler, an electrician and a joiner separately.
For the convenience you pay the company's margin for coordination and purchasing. In return you usually get a fixed price per m², a schedule in the contract and one address for complaints. What does turnkey finishing include, and what costs extra?
Every company arranges its packages its own way, and names like "Standard" or "Premium" mean nothing without a specification. When comparing offers, look at the list of works and the specific materials. Based on price lists of companies operating in Warsaw and Wrocław, the typical scope looks like this:

Turnkey with or without furniture?
The price per m² in price lists almost always refers to the "without furniture" variant: finishing works plus materials. The kitchen and made-to-measure wardrobes are priced separately, because their cost depends on the length and fronts, not on the size of the flat. If you want to move in "with a suitcase", ask for a quote on two variants — with and without built-ins — and compare it with a joiner's offer. A flat turnkey – price per m² in Warsaw and Wrocław
We reviewed current price lists of companies carrying out turnkey finishing in Warsaw and Wrocław. The spread is large, because very different scopes hide under one name. After sorting by what a package actually includes, three ranges emerge:

In Warsaw offers more often start from higher amounts, and the top end of premium is clearly higher. In Wrocław price lists of comprehensive packages usually fall in the range of PLN 1,200–2,800/m². Remember that some companies quote only flats from about 45 m², and smaller units individually. In a studio the cost per m² can be higher, because the bathroom and kitchenette cost about the same as in a larger flat but are spread over fewer metres.
Turnkey, DIY or a developer package – comparison

Turnkey makes the most sense when you do not live in the project's city, are buying a flat to let or simply have no time for months of supervision. DIY finishing wins when you have proven crews and want to choose every material.

How much a studio and a 2-room flat cost turnkey – an example on offer data
Take the median sizes and prices from the TM Invest offer (according to the TM Invest offer as of 27 September 2026) and apply the ranges of the basic package (PLN 1,200–2,000/m²) and the comprehensive one (PLN 2,000–3,500/m²). We add 8% VAT to the net amounts, because these are units under 150 m².

An example step by step: a 2-room flat in Wrocław has in our offer a median of 40.8 m² and PLN 662,405. A basic package at PLN 1,500/m² net is 40.8 × 1,500 = PLN 61,200, with 8% VAT PLN 66,096, about 10% of the flat price. If a made-to-measure kitchen and appliances are added, the total budget easily exceeds 15% of the unit price. The median price of a studio in Warsaw is inflated by apartments in Śródmieście, so the share of finishing in the price comes out lower there than in Wrocław.

What does the price of turnkey finishing depend on?
- Size and layout. A small area means a higher cost per m², because the bathroom and kitchen cost about the same regardless of the flat's size. Two bathrooms raise the quote more clearly than an extra room.
- Standard of materials. Moving from laminate to engineered wood or from catalogue tiles to large formats changes the price more than the labour itself.
- Changes to installations. Moving water points, extra circuits or suspended ceilings are usually surcharges. Some changes are easier to request from the developer while the building is still under construction — we describe this in the article on layout changes.
- Scope of the design. A visualisation of the bathroom alone versus a design of the whole flat is a difference of a few thousand zlotys — in higher packages the design of the whole is included.
- Date and city. Popular companies are booked for weeks, and Warsaw rates are on average higher than Wrocław ones.
8% or 23% VAT and what to watch for in the contract
The VAT Act provides an 8% rate for the renovation and modernisation of housing covered by the social housing programme — in practice for dwellings of up to 150 m² of usable area (Art. 41(12)–(12c)). With a turnkey package, materials built in by the contractor as part of the service are usually accounted for together with it. Materials that you buy yourself in a shop carry 23% VAT. A contract with a turnkey company is most often a contract for specific work (umowa o dzieło) or for construction works under the Civil Code. The contractor is liable for defects of the work done under the statutory warranty (rękojmia; Art. 638 of the Civil Code), and a guarantee is an additional, voluntary commitment by the company. Before you sign, make sure the contract contains:
- a detailed specification of materials (manufacturer, series, colour) and a list of works — without it a "Standard package" is an empty name;
- the start and end dates and contractual penalties for delay;
- a payment schedule tied to the acceptance of stages, not to the passing of time;
- the rules of final handover, a defect protocol and the deadline for remedying defects;
- the period and terms of the guarantee and how additional works are priced.

How much does turnkey finishing of a 50 m² flat cost?
With indicative ranges from company price lists (September 2026), a basic package is about PLN 60–100k net, and the comprehensive variant about PLN 100–175k net. Add VAT (usually 8%) and made-to-measure furniture and appliances if they are not in the package.
What does turnkey finishing include?
As standard: a design (at least of the bathroom), materials, labour and coordination — floors, painting, interior doors, a bathroom with sanitaryware installed and cleaning after the works. Kitchen furniture and made-to-measure built-ins, appliances, decorative lighting and freestanding furniture are usually outside the price per m².
How long does turnkey finishing of a flat take?
Companies usually estimate the works themselves in a 40–50 m² flat at 6–12 weeks. Together with the design, ordering materials and waiting for a crew slot you must count from about 2 to 5 months from signing the contract.
Is turnkey finishing worth it?
Financially it is usually more expensive than well-organised DIY finishing, because you pay for coordination. It pays off when time matters, you cannot supervise the works on site or you are buying a flat to let and want to start earning quickly.
Can a turnkey company issue an invoice with 8% VAT?
Yes, if it carries out works in a dwelling with a usable area of up to 150 m². The rate covers the service together with materials built in as part of it. Furniture and appliances sold separately in principle carry 23% VAT.
